»Magistrsko delo obravnava procesni pristop k aktivnostim v času priprave na gradnjo javne železniške infrastrukture v RS, pred začetkom gradnje, v času gradnje in ob zaključevanju gradnje. Poudarek je na vlogi naročnika in inženirja ter njunih odgovornostih pri vodenju in nadzoru projektov nadgradnje. Podrobneje je predstavljeno omrežje javne železniške infrastrukture v RS in njegova vloga v evropskem prometnem prostoru. Osrednji del magistrskega dela obsega sistematični prikaz vseh aktivnosti, ki se odvijajo v posameznih fazah procesa graditve projekta nadgradnje železniške infrastrukture. Magistrsko delo predstavlja celovit pregled postopkov, aktivnosti ter odgovornosti pri izvedbi projektov železniške infrastrukture, kar lahko predstavlja uporabno gradivo za naročnike, inženirje, izvajalce, projektante in ostale udeležence, ki sodelujejo pri pripravi in izvedbi takšnih projektov, hkrati pa prispeva k lažjemu razumevanju procesov projektnega vodenja projektov nadgradnje. Preverjanje treh hipotez je pokazalo, da je mogoče hipotezo H1 o vplivu pomanjkljive projektne dokumentacije na spremembe, dodatna dela, pogodbeno vrednost in rok izvedbe potrditi le delno oz. pogojno, saj vzrokov sprememb iz javno dostopne dokumentacije ni bilo vedno mogoče zanesljivo določiti. Potrjena je bila hipoteza H2, ki izkazuje pomembnost vloge inženirja pri povezovanju in usklajevanju procesov ter pri časovnem, finančnem, pogodbenem in kakovostnem spremljanju projekta. Analiza izbranega vzorca projektov je potrdila tudi hipotezo H3, ki izkazuje, da so bili projekti na omrežju TEN-T pogosteje sofinancirani z evropskimi sredstvi kakor projekti zunaj tega omrežja.«
»The master’s thesis addresses a process-based approach to activities during the preparation for the construction of public railway infrastructure in the Republic of Slovenia, prior to the commencement of construction, during construction, and upon completion of construction. The focus is on the role of the client and the engineer and their responsibilities in the management and supervision of upgrading projects. The public railway infrastructure network in the Republic of Slovenia and its role within the European transport area are presented in greater detail. The central part of the thesis provides a systematic overview of all activities carried out during the individual phases of the construction process of a railway infrastructure upgrading project. The thesis provides a comprehensive overview of the procedures, activities, and responsibilities involved in the implementation of railway infrastructure projects. It may serve as useful material for clients, engineers, contractors, designers, and other stakeholders involved in the preparation and implementation of such projects, while also contributing to a better understanding of project management processes in railway infrastructure upgrading projects. The testing of the three hypotheses showed that Hypothesis H1, concerning the impact of incomplete project documentation on changes, additional works, the contract value, and the completion deadline, can only be partially or conditionally confirmed, as the causes of changes could not always be reliably determined from publicly available documentation. Hypothesis H2 was confirmed, demonstrating the importance of the engineer’s role in linking and coordinating processes and in monitoring the project in terms of time, finances, contractual matters, and quality. The analysis of the selected sample of projects also confirmed Hypothesis H3, demonstrating that projects on the TEN-T network were more frequently co-financed by European funds than projects outside this network.«
