Celovita rekonstrukcija gorske državne ceste s presojo upravičenosti javne investicije v zavarovanem območju – primer Mangartske ceste

»Magistrsko delo obravnava celovito rekonstrukcijo gorske državne ceste na zavarovanem območju na primeru državne ceste R1-203/1002 Predel–Bovec med km 1+600 in km 3+400. Obravnavani odsek poteka po izrazito gorskem terenu in skozi območje Triglavskega narodnega parka, zato je pri načrtovanju rekonstrukcije treba tehnične zahteve cestnega projektiranja usklajevati s prostorskimi, naravovarstvenimi in kulturnovarstvenimi omejitvami. V magistrskem delu so predstavljene posebnosti projektiranja gorskih cest, geometrijski in drugi tehnični elementi trase ter zahteve, ki izhajajo iz varovanja zavarovanega prostora. Na podlagi projektne dokumentacije PZI je analizirana projektirana rekonstrukcija obravnavanega odseka, pri čemer so projektirane rešitve primerjane z zahtevami veljavnih predpisov in projektnimi pogoji pristojnih mnenjedajalcev. Analiza pokaže, da omejen cestni prostor, gorski relief, obstoječa pozidava in varstveni režimi vplivajo na oblikovanje posameznih tehničnih rešitev ter zahtevajo njihovo prilagajanje dejanskim prostorskim razmeram. V nadaljevanju je izvedena tudi presoja upravičenosti javne investicije, ki poleg investicijskih stroškov in denarno ovrednotenih učinkov vključuje širše družbeno-ekonomske učinke ter analizo občutljivosti. Ugotovitve kažejo, da je treba upravičenost rekonstrukcije takšne prometne infrastrukture presojati celovito, z upoštevanjem tehničnih, prostorskih, varstvenih in družbeno-ekonomskih vidikov.«

»The master’s thesis examines the comprehensive reconstruction of a mountain state road in a protected area, using the R1-203/1002 Predel–Bovec state road section between km 1+600 and km 3+400 as a case study. The section is located in distinctly mountainous terrain and within Triglav National Park; therefore, the technical requirements of road design must be coordinated with spatial, nature-conservation and cultural-heritage constraints. The thesis presents the specific features of mountain road design, the geometric and other technical elements of the road alignment, as well as the requirements arising from the protection of the area. Based on the detailed design documentation, the proposed reconstruction is analysed and the selected design solutions are compared with the requirements of the applicable regulations and the project conditions issued by the competent authorities. The analysis shows that limited road space, mountainous terrain, existing development and protection regimes affect the design of individual technical solutions and require their adaptation to actual spatial conditions. The thesis also includes an assessment of the viability of the public investment, considering investment costs, monetised effects, broader socio-economic effects and sensitivity analysis. The findings indicate that the viability of such road reconstruction projects should be assessed comprehensively by considering technical, spatial, environmental-protection and socio-economic aspects.«
